Summary0002207: DICOM module should register a Setting panel for its settings

DICOM Setting should probably be exposed within the Application settings, given the fact it's possible to register settings panel, it should be fairly easy to register a new one.

Investigation to check if Python based panel can be registered should be done. Some C++ API call should probably be exposed to python.
