There are several other ways to temporarily add additional module paths (specify paths through the command line, have a shell script that copy selected .ini file, etc). I'm not sure that it is necessary to add GUI for this in Slicer - module settings is already quite complex.

Also, this need has not come up again in the past 10 years, so it is probably safe to close this feature request.
