I would like to precisely set the location of one end of a ruler widget by zooming in the sliceview. However, when the view is zoomed, the other end of the ruler jumps away from its previous position. It seems to jump to the bounds of the zoomed view.

This does not appear to be an issue with the newer vtkMRMLMarkupsLineNode objects which are used for ruler measurements.

Indeed, Annotations module is deprecated, replaced by Markups module, which does not have this issue, therefore the issue can be closed now.
