I believe a fix for this was pushed to the ITK repo as InsightSoftwareConsortium/ITK@6e6bd13. This git issue could be closed by updating ITK in the external build project to this commit hash or a following ITK tagged release such as v5.1rc02.

As an update to this, Slicer was updated to use ITK v5.1rc03 in 0a8f06c.

I've tested this in "Slicer 4.11.0-2020-04-01 (revision 28926 / 0560b7f) win-amd64 - installed release" and confirm that the performance issue has been resolved!
